The IPC-IG and UNICEF Country offices in Morocco, Tunisia, Libya, and Algeria started a partnership in 2021 to support research and knowledge exchange projects on child-sensitive social protection.

Project Results

Peer review and technical support to Tunisia

The first project result consists of conducting a peer review and providing technical support to the panel survey of beneficiary households and the formative evaluation of the program “Investing in Children's Human Capital through a Sustainable and Inclusive Social Protection System” in Tunisia. 

 

Technical support and facilitation of south-south learning sessions on social protection systems 

The second project result aims at facilitating the South-South and Triangular Cooperation Learning Initiative between Latin American, Sub-Saharan African and Maghreb countries, in partnership with UNICEF, the World Bank and the French Development Agency. A series of five closed webinars was organised by the IPC-IG. The goal was (1) to support reflection and facilitate decision-making in Morocco and Tunisia in a context of economic recovery following the impacts of COVID-19, and (2) support structural reforms of social protection aiming universal coverage. 

Technical support to a Social Protection Evaluation in Algeria

The third project result consists of leading the preliminary phase of the “Evaluation of the relevance, coherence, equity, effectiveness and efficiency of national social protection programs in Algeria that are linked to the realisation of the rights of children and adolescents”. During this phase, the IPC-IG reviewed available documents and micro-data to determine the feasibility of the evaluation and adjust its terms of reference accordingly. The goal was also to prepare the main government sectors to participate in the evaluation and adhere to its approach, as well as to identify the research opportunities and methodological limits. 

Mapping the institutional framework and social protection programmes in Libya, including social insurance and social assistance, focusing on children

The fourth and last project result seeks to prepare a roadmap for the development of a national social protection policy in Libya, which includes the mapping of national stakeholders, legal frameworks and social protection programmes. The roadmap includes a consultative process with national stakeholders to identify the preferred definition of social protection and the main challenges and priorities for the social protection sector.
